Firstly I want to say, this is only confirmed for the US for the moment. Hopefully we'll get the same (or similar) offer here in Australia but nothing has been announced.
Activision has announced that (in the US), if you pre-order a copy of Guitar Hero 5 or buy a specially marked launch copy of the game, you'll be able to get the upcoming Guitar Hero: Van Halen for free!
The especially sweet part is that you'll get the game several weeks before it's official release date. Guitar Hero: Van Halen is a full priced retail game so this is a pretty generous offer from Activision.
To claim your copy of the game, you will send the owner code that comes on the back of the Guitar Hero 5 manual and a few weeks later, you should receive the game back in return.
Fingers crossed that we get the same offer here and as always I'll post the details here if we do.
